  • Gov. Samuel Augustus Foote was born on November 8, 1780 in Cheshire, Connecticut,

    Though of a delicate constitution in childhood and youth, he prepared for and graduated at Yale College before he was 17 years of age. He subsequently pursued the study of law with the late Judge Reeve, at Litchfield, until declining health compelled him to relinquish the cherished purpose of entering the legal profession. He commenced business at New Haven, in the West India trade, in 1803. In this business he continued, occasionally taking a voyage, for the double purpose of benefiting his health and his pecuniary affairs, until about the year 1813, when the war and the declining health of his father induced him to retire to Cheshire, where he resided upon the estate where he was born until the period of his own death.

    From the early part of the year 1817 to the year 1835, he was in public life. During this time he was repeatedly a member and Speaker of the House of Representatives of Connecticut, elected to the Senate of that State, a member of the House of Representatives of the United States, Governor of the State, and subsequently, in 1844, one of her Presidential Electors. When a member of the Senate of the United States, he introduced the resolution which still bears his name, and on which Webster and Hayne made the splendid efforts which signalized themselves and the American Senate. While Governor of the State, Mr. Foote received the degree of LL.D. from the College where he graduated, and in his last protracted illness he enjoyed the like filial attention which, under similar circumstances, he had bestowed upon his own father.

    The Rev. Edward Bull, formerly a tutor in Yale College, who had resided at Cheshire, and been familiar with Governor Foote for several years previous to his decease, thus speaks of his public and private character:

    Governor Foote was for a long period employed almost constantly in the service of the public. There is scarcely any office in the gift of his fellow citizens which they did not confer on him. He was successively a member of the House of Representatives, Speaker, and Governor of the State, and occupied seats in both Houses of Congress. In all the important business of his native town, he was sure to be employed whenever his services could be obtained, and they were never declined to save his own time or labor, when his exertions could advance the interest of the public or individuals.

    That which specially strikes us as characteristic and distinguishing in Gov. Foote as a public man, is his integrity, industry, decision and perseverance. These qualities are the foundation of his success, and of the confidence which he secured in the community. He was eminently, in all his views and aims, a practical statesman. What he decided to be right and expedient he ever firmly adhered to. What he aimed to accomplish he labored at as a working man, systematically and perseveringly. His measures might not always be approved, but the honest convictions by which he held, and the fearless fidelity and honest zeal with which he pursued them, was never questioned by any one who knew him.

    He was, at least a portion of his life, a warm party man, but no party drill could ever bring him to give his vote for a measure which he had denounced as • unwise and inexpedient. No man ever more utterly repudiated the doctrine that offices are the mere spoils which are acquired by the successful competitor. The principle to which he ever adhered is that those who receive the honors and emoluments of office are debtors to their constituents to the full amount of a faithful devotion of their time and talents to their official duties. To this principle he conscientiously conformed his own conduct, both in the general business of legislation and in prosecuting and securing the rights of such as entrusted him with their claims. To this last remark, I doubt not, some who read this will bear testimony by the recollection of such services, gratuitously rendered to them. selves or their friends.

    Governor Foote was an exemplary and consistent member of the Congregational Church and Society of Cheshire, of which (embracing a period of nearly a century), his father and grandfather were successively pastors. Here, as well as in all his social relations, his influence was extensive and exerted to promote the ends of the Gospel,--truth, order, harmony, Christian morality and true Godli. ness.

    In his family everything was conducted by a uniform system of order, and a frank and generous hospitality maintained towards his friends. As a father, though he gave no countenance to that laxness of parental restraint which is so common at this day, yet no one ever made home more pleasant and dearer to his children, nor received from them more unequivocal tokens of their love and reverence.3

  • Samuel Edmund Foote was born on October 29, 1787.2
  • He was the son of Eli Foote and Roxanna Ward.1
  • Samuel Edmund Foote lived at Cincinnati, Hamilton County, Ohio.2
  • Samuel Edmund Foote was a sea captain at eighteen years of age, having fitted himself by study and practice, and he continued to be until 1826. He was a man of wide interests and culture; "one of the best educated men of his time"; he spoke and wrote French, Spanish and Italian fluently, he had a wide knowledge of literature, made improvements in ship rigging and building. In Cincinnati he did much for the improvement and growth of the city. Director and secretary (without pay) to the water company until it was sold to the city; director of Louisville (Ohio River) Canal, etc., etc. In the financial crisis of 1837 lost much of his fortune and became secretary of Whitewater Canal Company and later of the Ohio Life Ins. & Trust Co., until he had gathered another fortune, and retired from business in New Haven in 1850.3
